Oldham Council of Social Services Oldham Council of Social Welfare was founded on 14 December 1917 with the aim 'to promote voluntary endeavor and social service, and to provide a bureau of information on matters relating to public welfare'. The first joint honourary secretaries were Clifford Atkins and Marjory Lees. Management of the Council was delegated to an executive committee and initially three sub-committees were established, the case committee, the social improvement committee and the education committee. In 1937 the Council affiliated to the National Council of Social Service. In 1939 in cooperation with the National Council the Oldham Council of Social Welfare set up a local Citizens' Advice Bureau for which there was a heavy demand. In 1946 the name of the Council was changed from Oldham Council of Social Welfare to the Oldham Council of Social Service. For more information on the Council see D-OCSS. 1920-1946
